The badge can be worn by most Omega-Kerfur via the "equip" option. This option will display on Omega-Kerfur while hovering over it with any valid equipment in the player's hand.
To get the badge back either use the "unequip" option while hovering over an Omega-Kerfur that has it equipped, or deactivate it via any means to have the badge drop.

Two badges can be found on a table next to the hole.

Unlike the other Omega-Kerfur equipment items, the name of the badge is completely lowercase.
The badge can also be found on an older version of the model used for Dr. Kel.
